Any help with ID would be appreciated. Location is in Pangasinan Philippines and he was found yesterday.

It is an escaped pet . It is a yellow collared or black masked lovebird (Agapornis personatus, an African species ) and at that, a blue mutation that doesn´t occur in the wild.
They must never be kept single, only in pairs or groups with severla of the same species (NOT with other parrots as companions) ... and it should not be released into the wild
