Pipit .... Rock ? Blashford Lakes, Hampshire, UK (1 Viewer)

Image taken 1st March 2024. Fairly certain it is Rock .... but not 100% certain. Could it be Water ?

Looks fine for meadow pipit, including the (fairly) absurdly long hind claw.
