Raptor ID. Essex UK (1 Viewer)

Photograped today on farmland adjacent to River Crouch. This bird glided in on open wings reminiscent of a Marsh Harrier, perched briefly in the top of a bush before being mobbed by corvids and flying off. Unfortunately I could get no details in flight due to light. Could it be a Rough-legged Buzzard? Any help greatly appreciated.

The tail is quite attention-grabbing, but the legs don't seem to be feathered? Therefore, not RLB.
