Raptor ID from Hong Kong (1 Viewer)

Hello, just joined the forum. I saw this raptor yesterday thought it was a black kite as its most common in here, but a bit different when I checked the photos, unfortunately don’t have the photo when in flight, thanks in advance for any idea!

It looks like a Black Kite. Maybe it looks different because it's been bathing and has exposed some of the white bases to the feathers, so it looks a bit paler than normal. The head and bill shape still look like a Black Kite to me.
