Thinking Sparrowhawk?
Though it is spottier than I would expect. Juvenile maybe?
There were two, looked very similar.
Thanks for any help with the ID.

agree with Stonefaction.
Your bird looks like a Kestrel. Please note:
  • blackish/dark "falcon-moustache", just visible.
  • Most similar Hobby has barred tail in any plumage and red trousers.
