Raptors in Tajikistan today (1 Viewer)

Photos from today, taken southeast of Norak. These raptors (or raptor and ???) were soaring along with Eurasian Griffons, Black Kites, a Short-toed Snake-Eagle, Western Marsh Harriers, and a whole lot of accipiters.

The one bird seems like it may be okay for Greater Spotted Eagle. The one with more white in its wings though... I'm drawing a blank. I thought juvenile Pallas's Fish-Eagle might be an option but after looking at photos of juveniles in flight I'm not convinced. I'm drawing a blank on anything else that matches, though.

Ok for GSE
the other one is difficult with possibly a lot of artefacts, the only thing that comes to mind is a young Golden Eagle, not a Pallas' Sea Eagle
I'm revisiting the second bird...the strength and length of the white on the underwing makes me wonder if young Steppe Eagle might fit better than Golden?
