The authorities seem (at best) extraordinarily naive to believe that someone went out and, according to their account, randomly decided (from many options) to fell a tree containing a Goshawk's nest. This despite (I'm told) Goshawk being very vocal in such a situation.
Very dodgy reporting, it was not a fine it was something known as conditional caution. The offender admits the offence is given a police caution and pays a "restorative" contribution to the victim or something representing the victim.
Here's more habitat and probable species loss - a 500 acre mixed wood and SSSI with nesting avian species such as Goshawk, Firecrest, Willow and Marsh Tit, L.S. Woodpecker to name a few. What other fragile species will disappear once it's disturbed, s*d this corporation and it's misleading advertising regarding nature and tranquility. General news | Center Parcs
