Tufted Titmouse - strange colouration? Ontario, Canada. (1 Viewer)

I'm looking for information as to what is going on with this Tufted Titmouse's breast feathers.
Ideas?
If this should be in a different forum - my apologies.

I guess it's possible, but I wouldn't have thought the breast feather bases (I found out that is called the afterfeather) would be dark/black. You would think that would show with a good wind hitting the breast at an angle.
