Tufted Titmouse - strange colouration? Ontario, Canada. (1 Viewer)

I'm looking for information as to what is going on with this Tufted Titmouse's breast feathers.
Ideas?

wet feather tips, dark feather bases showing through?

I guess it's possible, but I wouldn't have thought the breast feather bases (I found out that is called the afterfeather) would be dark/black. You would think that would show with a good wind hitting the breast at an angle.

It's pretty normal. Certainly extremely common.
