Unidentified Waterfowl, San Diego, CA, USA (1 Viewer)

I took this photo on 12/24/23 at Famosa Slough in San Diego, around sunset. There were also some double-crested cormorants in the water, so my first thought was that it was an immature cormorant, but now I can see that the beak is all wrong. Could it be a female surf scoter?
