I have named it at Mr. Fraser's request after Señora Josefa Borjay y Davilos, who, with other members of the same family, rendered every facility to Mr. Fraser in forming his collections on their estates at Pallatanga.

The Eponym Dictionary of Birds claims:
Brown-capped Vireo ssp. Vireo leucophrys josephae P. L. Sclater, 1859
Señora Josefa Borjay Davilos (DNF) lived in Ecuador where this race of vireo is found. The vireo was collected by Louis Fraser (q.v.) on property belonging to her family and was named after her by Sclater (q.v.) on Fraser's particular request.

The Key to Scientific Names
Josefa Borja y Davilos (fl. 1858) whose family gave every assistance to Fraser on their estates at Pallatanga, Ecuador (subsp. Vireo leucophrys).

For sure difficult to find her life dates.
