Help identifying a raptor (1 Viewer)

I have been photographing 2 bald eagles in North Georgia (USA) for some time. I recently saw them chasing a new bird and am trying to identify it. I have attached a photo and would appreciate any help. I know the 2 bald eagles but am wondering about the third raptor. thanks

I thought it might be a juvenile as the adults had chicks this year. But, would they chase their own offspring out of their area. The baldies were very aggressive against it.

Might not have been theirs? Maybe another juvenile wandering around looking for a territory to make its own but wandered into an occupied one! Just a thought.
