cormorants or shags? (1 Viewer)

I saw these birds pass over on the Black sea coast of Romania. There were several flocks passing over, and some of the birds seemed to have white undersides. Please would anyone know whether these would be cormorants or shags?

Thank you for pointing that out. Strangely in the UK I havent seen any Cormorants with white bellies even though I have seen many cormorants here over the years.
 
Earnest Lad note Shag prefer rocky coastline, which is very rare in Romania! You need to cross the border into Bulgaria and they are common on the coast as far south as Cape Kaliakra (ssp. desmarestii).

Thank you for that information. It is useful to know. I hope to do Bulgaria - maybe next years trip. I want to catch up with Shag which is also rare where I come from in the UK
