Female hen or pied harrier @ Kazakhstan (1 Viewer)

not if you compare hen with pied. pied is not in the link.
the bird in fleur's pic is a female hen harrier.

As far as I can discover, there is no accepted record of Pied Harrier in Kazakhstan, although it may breed in Mongolia nearer to easternmost Kazakhstan than currently shown on the BirdLife Datazone map...

why not a 2nd cy Pallid with missing P5 making P6 (5th finger in Hen) looking long but still much shorter than P9?
also inner primaries without dark tip, broad dark line under cheek reaching bill, some barring on axillaries
 
My apologies i assume by ‘Pied’ the poster meant Pallid as actual Pied would be a mega and a ‘1st’ afaik and thus highly unlikely...
