Ringed common ringed plover, Nouakchott, Mauritania (1 Viewer)

This bird was seen today in a set of (really) dirty pools next to the fishing port at Nouakchott

Can someone tell me where the bird was ringed please. The pictures make obvious reading. There are two rings on one leg with upper ring being orange and labelled 1T. The lower ring is pink-red.
