Bird ID - possibly not wild - philadelphia PA (1 Viewer)

Hello - I am trying to determine if this bird, attached, is a wild bird or someone's escaped pet. It has been hanging around the workplace of our neighbor. He says it is fairly tame - doesn't flap away when approached. Finding out what kind of bird this is will help me to identify if it is a lost pet, and then act accordingly.
Many thanks

Thanks Dave - do you think that means it is someone's pet or from someone''s personal collection?

They're often sold in pet stores and kept as pets, for collections, for breeding, or use like suggested above by magicians, etc.

They were previously used for wedding releases, etc. but that role has now been mostly replaced by white homing pigeons.

The bird should be caught as it probably won't survive too well in the wild and given to a pet shop or hobbyist if the owner isn't found.
