Bird on pole? (1 Viewer)

I saw this bird in Ottawa, Ontario a few weeks ago. I think it's a Red-tailed Hawk but I can't be certain. Can anyone confirm?

I know the images are poor but I was driving by in my car at the time and had to make do with my cell phone camera.
