Is it possible to resolve between Common Buzzard and Himalayan? Single image available.

As Chris Kehoe said on the Facebook thread, surely a Himalayan couldn't have such a rufous tail. Carpal patches are also indistinct. It's quite a high elevation for Steppe, perhaps, but I'm inclined towards that.
