hi everyone,

photographed this buzzard today in istanbul. looks like a light form common buzzard to me but i want to ask if rough legged buzzard is an option or not.

Hello,
I agree with you, its a Common Buzzard for me, too.
I would expect a Rough legged Buzzard to show an more extensive black carpal patch, not just a 'comma' and slightly paler secondaries (your bird sems to have barred ones, but difficult to be certain, as blurred by jpeg-mush. No offence you know).
And most important by your ID as a Common Buzzard in the field. You know, I trust observers opinions more than just a single picture.
