Pretty sure the "waist" is diagnostic here.

Should be a female Ruddy Darter (Sympetrum sanguineum)?

It is a female Ruddy Darter. The diagnostic features I see are all black legs and black down the side of the frons (face). (Male Ruddy Darters are more "waisted" than male Common Darters)
