The Eponym Dictionary of Birds claims:

George Nelson (b.1873) was a botanist, lecturer, zoologist and photographer who became Chief Taxidermist at theMuseum of Comparative Zoology, Harvard(1901–1946). He specialised in the fauna of Florida,spending his winters studying Brown Pelicans Pelecanus occidentalis; he acquired land and built a house there in 1910. He wrote a study of Pelican Island (1911) and the changes to its ecology after the 1910 hurricane. A turtle is named after him.

Polioptila caerulea, subsp. Quiscalus mexicanus, subsp. Setophaga vitellina, subsp. Sialia mexicana, subsp. Sitta carolinensis, subsp. Tunchiornis ochraceiceps, Vireo (ex Vireo nanus Nelson, 1898)).

Even if Bangs named birds for Edward William Nelson in this case I agree to The Eponym Dictionary of Birds. The only missing piece seems his date of death.

With the exception of Catharus frantzii nelsoni Phillips, 1991, and Sialia mexicana nelsoni Phillips, 1991, I have seen the descriptions of the various nelsoni taxa listed in The Key. I even discovered a 'new' synonym, Larus nelsoni Henshaw, 1884 (apparently a hybrid L. hyperboreus x L. vegae). Apart from Setophaga vitellina nelsoni (as highlighted by Martin), all honour Edward W. Nelson. A. Phillips was rather a loose cannon, so his eponyms probably indicate Edward, but could mean any Nelson - perhaps even the victor of Trafalgar!!

This is actually of Phillips 1969 in Auk, full text here on Sora. Explicitly named after EW Nelson, one of the collectors of the type :

It gives me pleasure to name this race for Nelson, in recognition of our great indebtedness to these outstanding naturalists, which can never be sufficiently stressed. In group after group of vertebrates, including Catharus, they laid the solid foundation of our knowledge.
 
If we see here Aldegundo Garza de León, was the collector of the holotype in Coahuila de Zaragoza, Saltillo. We can find here the holotype. He was honored in Poecile sclateri garzai A. R. Phillips, 1986

Aldegundo Garza de León (b.1939) is a Mexican businessman and ornithologist who founded the Museum of Birds of Mexico (1993). The library at the museum is named after Allan R. Phillips, who described this subspecies and mentioned Garza in The Known Birds of North and Middle America.
