Named in honour of our colleague Dr. P. A. Hens, Netherlands, in recognition of his valuable contribution to our knowledge of western Palæarctic birds.

The Eponym Dictionary of Birds claims:

Woodchat Shrike ssp. Lanius senator hensii Clancey, 1948 NCR [JS Lanius senator senator]
Dr P. A. Hens (1888–1971) was a Dutch zoologist. A memorial fund was set up at Maastricht, Netherlands, to provide financial support for research in his honour. He wrote 'Avifauna of the Dutch province of Limburg, in addition to a comparison with that of adjacent areas' (1926).

Looks like he lived in Valkenburg here and that could lead be Petrus Antonius Hens here which is according here most probably correct:
