Here's a couple of Crested Terns from Laem Pak Bia, Thailand (one with LCT in the background for reference). Certainly the lone birds look relatively orange-billed.

He has since sent me another picture (these are all framegrabs from a video) - I'm not sure if the bill still appears as heavy in this picture?

He is also pretty adamant that the bill was distinctly orange - separating it from nearby Swift Terns.

Nope, pattern of head, mantle, shape of bill all is wrong for Caspian. It is clearly a Great Crested Tern with the beak more orange than average.
