Taken from enhanced video stills in Port Fairy, Victoria, I am at a loss for this bird. Any help gratefully received

many thanks to the Australian replies.....just shows that even the blurriest of views can reap rewards. Two new species for me...and I didn't even know I'd seen them until I got your help.
