As there are concrete dates Pietro, conte Primoli di Foglia, * 1821 | Geneall.net

I would stick on 1821. Nevertheless I give the date for discussion.

 

Bonaparte is known to have published 'separates' that were actually edited versions of a paper he had previously published in a standard journal.

Primolius, Bolborhynchus and Ptilosclera were nude in the journal version of this particular paper, appearing only in the final classification without any indication; Ognorhynchus was not in the journal version at all. Bonaparte also added claims of authorship for two edited concepts in the 'separate' -- "Sittace Bp. ex Wagl." and "Psittacara Bp. ex Spix" (which should actually have been "Bp. ex. Vig.").

The publication of some of these edited papers was recorded in Bibliographie de la France, but not this one.
There was an apparent acknowledgment of receipt of the 'separate' ("Vom Verfasser") in the "May" 1857 issue of J. Ornithol. (which however did not appear in May).
