Seen at Pasir Ris in Feb 2013. Is it a pale phase Short-toed Snake Eagle (no tail bands near tip) or something else?

OK, thanks all, it didn't match any of the 9 drawings in my S E Asia guide on tail pattern, but it does match one in my Indian Guide!
 
I did not even look at the tail pattern; the jiz (small dove-like head, long neck and wings tacked on way back) are pretty diagnostic.
