Was my first impression as well. Did you discover this bird in the photo afterwards, or did you see it in field, as a buteo?

Assuming you had reason to think Buzzard in the field then I'd say it fits as a pale bird though I could also see how it could be a Feral Pigeon just from the photo.

I would not expect all white bases of primaries in upperwing even in an extremely pale Buzzard

I can absolutely see why pigeon is being mentioned but my first impression was to agree with Chris.
