A friend of mine saw the gull in Wasaga Canada on 31 December. She wondered if it is a ring-billed gull juvenile as the colouring is very pale and not speckled. Can anybody confirm please.

Overall paleness isn't a feature of young ring-billed gull (in December it would be 1st-winter, not juvenile), which also has black wing-tips at all ages (apparently not present here). The photo-quality is too low (no offence) to say whether the bird is speckled or not.
