Western Marsh Harrier or a hybrid? China (2 Viewers)

Sep 25, 2014, eastern inner mongolia, northeast China.
There is another very similar individual In Hong Kong , Paul Leader and others think it is a Western Marsh Harrier or Western X Eastern Marsh Harrier.

In my mind , this type of Western Marsh Harrier is also relatively rare in Europe , and why is it not a very dark Eastern Marsh Harrier, even a very dark juv Pied Harrier?
