If I'd seen that in the UK I'd probably call it an argentatus Herring Gull. Presumably also a possibility in Romania?

Yes, herring gulls occur regularly in Romania during winter, but in very small numbers. Usually they can be found among large flocks of Yellow legged and Caspian.
