Can this harrier be ID'd? (1 Viewer)

The photo was taken today in Israel's southern coastal area.
Based on shade of primaries I would have said it's a Hen harrier, but it's too early a time for them around here.
Common harriers around here this time of the year: Marsh (year round), Montg., Pallid.
