Colour-ringed Gull Cyprus (1 Viewer)

A few weeks ago I saw and photographed this gull in Cyprus with a red and white colour ring on one leg and a silver ring on the other. Unfortunately it flew off before I could read them properly but I did manage a photo of the bird as it took off. The red and white ring appears to have the inscription CS17. Any ideas where this bird is from?

It seems to be a finnish Lesser Black Backed Gull:
