Over the last seven to eight years I have found digikam (archiving and general photo editor [jpegs]) and DarkTable (RAW editor) to be very good. On Wintel/Mac ymmv.

Gimp...it can be purchased on disc from ebay or downloaded free just make sure it's from the creator and not 3rd party.
