Juvenile Eastern Red Tail Hawk? (1 Viewer)

Took the following photo at extreme range at Edwin Forsythe NWR in Smithsville, NJ last weekend. I think it's a juvenile Red Tail Hawk that's starting to mature. Thoughts?

Thanks! I'm use to seeing the mature hawks with its colorful feathers. This might be the first time I've seen a juvenile one flying. I didn't realize how whitish their feathers are.
