Perhaps, although I don't know how you rule out lesser fish eagle (I think this is an immature which makes it more difficult: no white belly, and tail pattern). I guess the bill looks quite substantial, though.

Bonus question about another individual. Would you identify this one as lesser fish eagle, or grey-headed fish-eagle? I'm inclined towards lesser because of the tail, but my experience here is small.

Not too familiar with raptors in this part of the world, but the white on the tail base makes me lean for Gray-headed Fish-Eagle
I don't really see a white tail base. Instead, I see fairly strong barring along its length causing a largely dark appearance. Certainly not a nice clean white basal band. Together with a hint of paler primary bases suggests lesser to me
