Jean-Baptiste d'Allard (1769–1848) flourished under the first French Empire and constructed (1810) the building in Montbrison that is now a museum named after him. He spent his life collecting 'curiosities' and acquired the collection of Baron Feutrier in which the original specimen of the hummingbird was found. He had no descendant and left the museum and its contents to his fellow townsfolk.

Note: OD tells us (Col. J. B.). This is Jules Bourcier. So why the story of Baron Feutrier?

So at least I am not 100% convinced at the moment that the dedication is for him. Mulsant also dedicated a beetle at a M. Allard Mémoires de l'Académie royale des sciences, belles-lettres et arts de Lyon. Section des sciences | 1869 | Gallica or Monographie des Coccinellides

An Eugène Allard was artist in Lyon Eugène Allard. And there was an entomologist Ernest Allard (1820–1900).
