Redpoll ID in Oxford, Ontario (1 Viewer)

Could this be a female Hoary Redpoll? My guide book says light streaking on breast. Maybe looks to be lighter streaking than the other Redpolls I've seen this year. Thanks in advance.

Those broad, heavy flank streaks make it Common for me, but it isn't too far out of Arctic possibilities.

Pehaps the sort of bird that many use as a reason to advise lumping the two into one species 🤪
 
Although I don't have any personal experience with Hoary Redpoll, this seems like a bird that's close but not possible to call for sure.

Are there any other pictures? It appears to be a rather "frosty" looking redpoll, but often pictures of the undertail and topside are more informative.
