Shag amongst Cormorants? Iceland, May (1 Viewer)

The bird at the top left looks different to the others. The others have white throats and yellowish black beaks, so I assume they're Cormorants. However, the other bird has no white throat, has a yellowish white cheek mark at the corner of the its black bill, and the hint of a crest... does that make it a Shag?
