Immature Herring or LBBG? Saskatoon - Canada (2 Viewers)

I can't tell if this is a Herring gull or lesser black backed gull. Dark smudges on upper back, noticably dark eye spot. Please help!

Looks like Herring to me. I think the eye spot is just shadow. LBBG should have a much paler head/breast.
